Victor Cardona, Founder & COO

Victor Cardona is the Chief Operating Officer and Co-Founder of LNC Security Consulting LLC, where he leads strategic operations and innovation in threat management. With over 25 years of combined military and law enforcement experience—including 21 years with the NYPD—Cardona brings unmatched expertise in identifying and mitigating emerging weapon threats, particularly in the area of decentralized and additive manufacturing technologies, known as 3D printing.

A U.S. Marine Corps veteran with deployments to Iraq and Afghanistan, Cardona’s career reflects a deep dedication to safeguarding communities through innovation-driven security solutions. His tactical precision and operational leadership have shaped some of the most forward-thinking approaches to public safety in the field.

As the architect behind LNC’s operational frameworks, Cardona integrates forensic intelligence, cybersecurity, and physical security into cohesive strategies that protect critical infrastructure and public safety. His experience initiating and leading the NYPD Major Case Field Intelligence, “Ghost Gun”, Team exemplifies his dedication to advancing proactive threat mitigation and fostering effective interagency coordination.  It was in this role that Victor was instrumental in crafting the national model for identification, detection, deterrence and investigation of personally manufactured firearms. Victor has extensively trained and collaborated with local, state, federal and international stakeholders to safeguard critical infrastructure from the emergence of this invisible threat. 

Now, Cardona is channeling his expertise into the private sector and the education system—developing training programs, consulting on security innovation, and mentoring the next generation of security professionals. His mission is to bridge the gap between tactical experience and institutional knowledge, ensuring that both industries are equipped to confront evolving threats with clarity and precision.

Rodney Harrison, advisor to LNC Security Consulting

Rodney Harrison

Rodney Harrison is a seasoned law enforcement leader with over 32 years of experience, including a decade in executive command roles. Most recently serving as Police Commissioner of the Suffolk County Police Department, he led the high-profile revival of the Gilgo Beach serial killer investigation, culminating in the arrest of a suspect and renewed national attention on cold case methodologies.

During his distinguished NYPD career, Harrison held pivotal leadership positions including Chief of Patrol, Chief of Detectives, and ultimately Chief of Department—overseeing 35,000 officers and directing specialized units such as Homicide, Hate Crimes, SVU, and Narcotics. He played a critical role in NYPD’s COVID-19 response and coordinated public safety operations for major city events, demonstrating operational agility and strategic foresight.

As an Advisory Board Member at LNC, Harrison contributes deep institutional knowledge and executive-level insight into law enforcement operations, interagency coordination, and threat mitigation. His experience in managing large-scale investigations and directing specialized units informs LNC’s approach to security for large venues, policy enhancement and large law enforcement agencies. Harrison’s guidance helps shape LNC’s training frameworks, investigative protocols, and strategic partnerships with public agencies.

A recipient of the Police Combat Cross, Harrison holds a degree from Springfield College and completed the Columbia University Police Management Institute. He currently serves as a law enforcement contributor for CBS National News, offering expert analysis on criminal investigations and public safety trends.

Dr. Rudolph B. Hall Jr., advisor to LNC Security Consulting

Dr. Rudolph B. Hall Jr.

Dr. Rudolph B. Hall Jr. is a nationally recognized law enforcement expert with over two decades of experience, including 21 years with the NYPD and leadership roles with the New York State Attorney General's Office.

During his time as Assistant Chief of Investigations, Dr. Hall directed statewide investigations into deaths involving law enforcement and spearheaded major policy and training initiatives focused on use of force, de-escalation, and constitutional policing.

A sought-after trainer and speaker, Dr. Hall has contributed to national webinars, conferences, and media platforms on policing best practices, reform, and accountability. His academic credentials include a Doctorate in Executive Leadership, an MPA from John Jay College, certification from the Force Science Institute, and graduation from the FBI National Academy.

As an Advisory Board Member at LNC, Dr. Hall brings a reform-driven lens to threat mitigation, training design, and institutional accountability. His expertise in investigative oversight, policy development, and instructional strategy informs LNC’s approach to school safety, digital threat response, and frontline security training.

Dr. Hall plays a key role in shaping LNC’s curriculum on use-of-force protocols, behavioral threat assessment, and risk management frameworks—ensuring that the organization’s programs reflect both operational realism and ethical rigor.

J Munoz, LNC Advisory Board Member

J. Munoz

J. Munoz brings over three decades of elite law enforcement and investigative experience to the LNC Advisory Board, with a distinguished career spanning undercover operations, interagency task force leadership, and advanced narcotics and firearms interdiction. A retired Senior Investigator with the New York State Police and former Senior Rackets Investigator with the Queens District Attorney’s Office, Munoz has led complex investigations into international drug trafficking organizations, ghost gun networks, and transnational street gangs including MS-13 and the United Bloods Nation.

Throughout his tenure, Munoz has served as a case officer, undercover operator, and assistant group supervisor within the DEA’s New York Drug Enforcement Task Force and the FBI’s Safe Streets Task Force. His operational expertise includes Title III wiretap coordination, criminal interdiction, and the dismantling of violent home invasion groups. He has received numerous commendations, including multiple DEA Certificates of Appreciation, NYSP Superintendent’s Awards, and recognition from federal and state agencies for his contributions to gang and narcotics enforcement.

Munoz is a nationally certified instructor across multiple POST jurisdictions and serves as lead trainer for Palestra Group International, delivering instruction on narcotics identification, concealed compartments, firearms trafficking, and gang recognition. His published work and media contributions have shaped public understanding of organized crime and law enforcement strategies, including appearances on History Channel’s Gangland and authorship in Blue Line Magazine and NYBLUE.

At LNC, Munoz advises on threat detection, investigative training, and strategic enforcement protocols, helping shape the organization’s response to emerging risks including 3D-printed weapons, and digital concealment tactics. His deep operational insight and instructional leadership are instrumental in advancing LNC’s mission to protect educational and retail environments through proactive, intelligence-driven security solutions.
